To me they look like zits, when you was younger I had those bumbs on my arm , I started putting lotion on my arms and they went away , try that if it doesn't work go to the skin care doctor :)

I have a few of those on my chest as well, also on the top of my back near the shoulder blades. To get mine off my back I just have my scrub and make sure to clean extra there in the shower.

Could be an allergic reaction to a perfume, cream or body wash you've been using.
I recommend washing that area thoroughly with a soft and unscented bar soap like Dove. Creaming that area with again an unscented moisturizer & try not spraying any perfumes/body mists on that area ☺️.
