What exactly does toner do? I've been wondering if I should get something like the indie lee toner or indie lee facial oil, but I don't no the difference between them.

That's not a stupid question! Toner picks up all the excess dirt, oil, etc.that your face wash and makeup remover doesn't. It can be drying so you want to get an alcohol free one. :)

The facial oil would go after the toner, Indee Lee's facial oil is just squalane oil. So it would be like applying Jojoba, Argan, Or maracuja oil to the skin.

If you actually go to the editorial section in this app, there was a post about it three days ago! :)

Toner removes excess dirt and oil from the skin, restores nutrients and also restores the PH balance of your skin after washing because the minerals in the water tend to throw off your skin which can lead to breakouts. Oil restores moisture to the face and helps upkeep the acid mantle which is what protects your skin from the environment. It goes on after the toner and neither should be washed off. Apply the oil gently all over the face excluding the eye socket area as for the toner you can either use a cotton pad to pat it on or your fingers if you have drier skin.
