Urban Decay has the absolute best pencil liner in my opinion. They go on so smooth. And I haven't experimented much with liquid but I know I like sephora liquid liner a lot.

I really like the milani liquif eye pencils and the physicians formula lash booster/liquid liner. It's a pen style liquid liner with a brush tip. I love that liner.

I rrreally like the Sephora Nano liners. They go on real smooth and last for a good while on me (7 hours) Even on my waterline! They're only $5 at Sephora, so you should definitely give them a try. ;)

I second the PF Lash booster! I do winged liner almost daily and it's so easy to do with that liner. My favorite pencils are Illamasqua. They're pricy but they are the only thing that I've been able to count on staying put on my waterline.

I'd go with kat von d for liquid or maybelline waterproof, for pencil wet n wild lasts for days! My friend uses it sleeps in her makeup and it still looks great the next morning
