What would be the best way to remove a red violet level 4? I want to color my hair a medium brown level 5 with blonde highlights. Hopefully without too much damage.

I would get a professional to bleach or strip it.

I spoke to a friend who does hair and she said she could bleach wash the red out enough to put the medium brown on and then highlight and tone them out if needed. Is this safe? I don't want too much damage done.

Bleach wash is your best bet, in order to remove color you have to lift it. A bleach wash isn't as scary as it sounds, but it is still a chemical treatment. Make sure to do a deep conditioning and maybe have her use a Demi permanent color instead of semi or permanent.
