Honestly I say no to any website... In my experience going out and trying the dress on in person is better!! Only because the dress may look amazing on the model, but you buy it and the color doesn't look right the fit isn't good... Etc.

Jane Norman, Coast, Phase 8, New look and I can't think of any more at the moment. New look and Jane Norman do what I would call actual 'prom' dresses. Coast and Phase 8 technically sell formal wear and are quite expensive but you might be able to find something there. Asos or Topshop might do something but I'm not sure.
