Can I just use a lip brush and the lipstick to line my lips? Or do I really need a lip liner so my lipstick won't start feathering and to last longer?

Sometimes it depends on the shade. Red lipstick definitely needs a lip liner. If you want your lipstick to last you should use a lip liner.

No.. The lip liner is needed because the consistency of the pencil is usually thicker than a lipstick and the formulation would adhere to the lips better than the lipstick - in general.. that is why it would prevent your lipstick from smeering.
You dont have to MATCH the lipstick you can use an eyeliner that you already have. A nude eyeliner like beige/mocha/brown depending on you skin color. That would do the same thing, though it would change the colour of your lipline.. I personally prefer this look over the matching colour though.
