Use a brown sugar coconut oil scrub. I use it all the time. Coconut oil alone is great for hyradtion.

I coat my lips in a thick layer of Nivea Lip Butter before bedtime. Makes my lips look super crazy but worth it when I wake up the next morning with moisturized lips.

Christian dior smoothing lip balm is literally the best lip moisturizer. The price is obnoxious but no chapsticks or balms have compared on me. my lips are extremely dry.
