I think the cheapest makeup would have to be ELF (eyeslipsface). They don't have the best* products but they're really cheap. You can go online, Walgreens, or CVS.

I hear great things about elf, and I'd go for a brown eyeshadow or eyeshadow pallette because its neutral.

Look on bh cosmetics. It's an online store with very affordable items. If you don't want it online try drugstore make up. I like wet n wild and covergirl.
