I know that people thinks that white eyeliner makes the eyes appear bigger but honestly on me it works in the opposite way makes my eyes look sleepy and smaller so if you ask me white is a nono...

It's really up to you :) I like using purple, green or blue, but also a coppery color or burgundy looks great in my opinion! Trying is the key, you'll find what compliments your eyes best :)

Skys the limit. Brown eyes can pull off just about any color...especially if they are deep jewel tones like purple, blue, bronze,teal (especially with a shimmer glitter base). White looks ok with super dramatic looks in my opinion but you might want to check out Tarte nude eye liner which is made specifically for the waterline which brightens up your eye as oppossed to a stark white liner.
