Lorac Pro is probably the best bet for you! It features 8 matte shades, from whites to taupes to browns, and 8 shimmers. They are all very neutral, but you can still make a dramatic look. The shadows are smooth, buttery, and very pigmented. It's $42, which is less than the Naked palette and it has more options!

I'm also a fan of bh cosmetics/coastal scents.They have inexpensive palettes and are good quality. I have a couple. For. $50 you can get a couple palettes!
