Go to a salon and show them the picture or you can use a highlight cap, just buy the dye.

You can do it yourself absolutely but if you aren't 100% sure what your doing then its always best to go to a salon, this looks like very subtle balayage which isn't the easiest thing to do on yourself, you will need a highlight cap 20 or 30 vol peroxide and powder bleach.
