What do the flakes look like, if they are big, clumpy, oily and kind of yellowish in colour its probably dandruff. However, if the flakes are small, dry , almost powdery in texture and white its most likely a dry scalp and all the anti dandruff products are doing is drying up that scalp more and making it worse.
To treat a dry scale hot oil treatments work best. Just choose an oil, most use olive or coconut, and warm it up in the microwave (not hot enough to feel uncomfortable or burn just warm). Then take the oil and apply it to you hair focusing on the scalp. Massage it into you scalp then wrap you hair up in a towel and leave for an hour. After just wash it off and repeat twice a week until the problem goes and then once every week or two for maintenance. Also if you wash your hair every day it can make problems worse so try to reduce that to every other day or even every third day if you can.
Also if the problems don't go away with either dry scalp or dandruff treatments please do go to the doctor. If you also have itchiness and/or redness it could maybe be a sign of seborrhoeic dermatitis or psoriasis.

When mine get really bad I use coconut oil. The stuff you would bake with.
You put it on your head and get someone to rub it right down to the scalp. Make sure your head is damp before you do this. Then leave it for about 15-30 minutes then rinse it out and wash as usual. Double wash it if you need to. It makes your hair smell like coconut and it feels so good it your hair. It should stop the dandruff and if your head starts to get really itchy just repeat the process. Plus your hair will be extremely smooth and silky.
Hope this helps ypu
