What is the best primer to use for eyeshadow?

It all depends on your skin type. I have somewhat oily lids and I use the E.L.F. Primer and it works so well. Also, the primer included with the NYC For Your Eyes Palettes works wonders, too. I hope this helped! :)

urban decay primer potions are good but are pricey. the elf one is just as good and only a fraction of the price!

I swear by Urban Decay Primer Potion. I started using it about 4-5 years ago and I haven't gone without it since. I have oily lids and this works amazingly. I've actually slept in my make up overnight a couple of times (bad I know!) and my eyeshadow has looked exactly the same in the morning!
