Here are a couple of tips/advice:
Your hair may have turned that color because it wasn't virgin, or because it wasn't left on there long enough.
I do not however, recommend using any developer above 20, unless you are a professional.
Also, when dealing with hair lightened, not all areas of your hair will lift identically to the results you got today, it takes a couple of sessions to be platinum.
Virgin hair lifts a lot faster, with that being said, if you had applied any of the quick blue to your scalp you would have resulted with "hot roots" (a term used by a lot of professional used to indicate that the roots are obviously a lot lighter than the rest of your hair) depending on the results you are trying to achieve will depend on how many sessions you will need to lighten your hair.
Also, as a professional, I do not recommend applying the product all over, apply to mid shaft first (1-2 inches away from the scalp, 1-2 inches away from ends) then when you have applied that to the rest of your hair, go back and apply it to your roots and ends.
If you are trying to get rid of the orange/brassiness, you could try adding a toner to your hair, a toner will not only help you deposit some of the pigment you took out of your hair, but it will so neutralize the color you don't want to see, quick blue has a blue base to cancel out any unwanted orange tones, however, it does not mean you will not see any orange/brassy tones. Use a toner with an ashy/blue tone to get some of that orange out.
You can try using purple shampoo but that won't do much.

Apply it to the sections of your hair, then go back and do your ends, then your roots. Do not do yours ends with the mid part of your hair, they will come out lighter.

Your ends and roots will lift higher (colorwise) because your ends are the most fragile part of your hair, they will process faster just like your roots.

What you need to do is section your hair, bleach all over , let it develop for an hour and a half, I'm an expert with bleach , 30 is good! Then do a hot oil treatment afterwards , heat 4 tablespoons of what ever oil you have (not olive oil) in hot water (not mixed) then apply to hair and leave for half hour then wash out , just to keep away from the dry look.

I want this color all over my head but a lil lighter then this. I'm guessing it never worked cause of the orange yellowtone. in order to work it would have to be blonde right
