If its a darker colour it makes your eyes smaller, if you use white/nude it makes your eyes look brighter and bigger :)

If I'm correct tightline is different than waterline. Tightlining is lining the lash line and waterline is the area between the lashes and eye. I think they can both be really noticeable if not done. It also depends on the look your going for. Usually when people refer to tighlining they're referring to lining the upper lash line. Which can make your upper lashes appear fuller. When they say waterline they are usually referring to bottom waterline. Lining your bottom waterline can create a more sultry look and also make your eyes appear smaller.

I'd suggest putting nude eyeliner on your waterline (bottom) and black or dark brown on your tight line (too)

Personally I love both, I also feel like eyes look better in pictures w both. Try them and test out what you like, it's all about preferences. :)

Yes black makes your eyes look so small on your waterline!! I never use liner! Only on my lash lines!!

Tightlining will make eye lashes look thicker and fuller.
Putting eyeliner on your waterline will:
Nude/ white, make eyes appear bigger, more awake and reduce the appearance of redness.
Black/ brown, make eyes appear smaller but will draw attention to the eyes and outline their shape.
