What's the best way to apply it without it looking cakey or accentuating my dark circles and under eye wrinkles??

Use a fan brush to apply powder.

Also, I use roc retinol eye cream which says you can wear under makeup...do I need to apply anything else over that before any makeup??

Traci L.
Stephanie you really should only use that eye cream at night because retinol and the sun don't mix well it can cause the product to breakdown as well as cause hyperpigmentation.
