It does depend on how you do your makeup. I don't wear foundation, so I don't consider anything to apply base makeup to be an essential brush for me. My ecotools Retractable Kabuki is the only thing l'll use to apply setting powder, I absolutely love it. I use elf's Complexion Brush to apply powder blush, and their Powder Brush (the flat top one) for cream blushes. I focus mainly on my eyes when doing makeup, and I think a basic shader brush (I love the Flat Shader Brush from Urban Decay-- the one that comes in the Naked/Naked 2 Palette) is pretty standard. I also would consider a crease brush to be a standard, like the MAC 217. I also have to have an angled liner brush for filling in my brows, and I use one from Crown for that. There are of course a bunch of other types of brushes out there-- liner brushes, lip brushes, fan brushes, but I think with the ones I've listed (or anything similar) you'd be set with the basics. :)
