How to use brow gel?

Okay so I'm naturally blonde and I dye my hair dark. Dyed it purple last night in fact :)
So I always fill in my brows, I recently got MUA Pro Brow Kit, it had the powders and a gel. I usually use a pencil first and fill in with powder but when I put on gel the colour comes off. I thought you were supposed to put gel on after? Or is it before??
