More volume for fine hair?!

The hair at my roots are so fine and lay flat... Even when I use dry shampoo! Any tips?! (I've tried a lot of things lol)

What I like to do is use a root lifting spray and volume mouse on wet hair. I work it through my hair then I dry my hair upside down. When it's dry I use the cool setting on my blow dryer to set it all in place. Then flip over and voil? your hair should have a lot of volume!
