I would say Cover Girl, Elf and/or Sonia Kashuk because they are inexpensive but great brands. Plus, Elf and Sonia Kashuk have nice brushes for a good price.

you can get a lot from ELF for very cheap and they always have coupon codes/free shipping usually going on at their website but, they also sell their products at kmart and some dollar stores. also, nyx is a good brand and isn't too pricey.

I would recommend NYX of ELF. NYX has a way better variety of products, and in my opinion, last longer throughout the day.

I would go with Clinique to start, or possibly artistry... They actually help to improve skin as well, Clinique will actually do a skin typing test and find out with one is best. Go with something healthy instead of something cheap looking and could cause problems :)
