Tea bags :) Soak a tea bag and when it gets cold place them on your eyes :) I like to use chamomile tea or green tea :)

Cucumbers, cold spoons or splashing your face with really cold cold water works too.

For DIY- slice either a cucumber or potato and place over the eyes for 15-20 min. Green tea bags work well too, wet tea bags, place in the refrigerator for 10 mins, then place on the eyes for 15 mins. To treat undereye bags, I always recommend Philosophy Miracle Worker Retinoid Eye Cream. It's pricey and heavy duty, but the results are amazing.
