Make up lots and lots of business cards and leave them all around the place. Supermarkets, cafes, news agencies.
Put up advertisements online and in newspapers! Offer free / cheap / discounted trials and samples. Get yourself out there!

I know my city, Charlotte NC has a magazine specifically called "Charlotte Bride" or something like that. You could check to see if your city has anything similar and look into advertising through them. It may be pricey, but I think it's worth it. I would do a lot of advertising in the spring, since that's "wedding season."
An old teacher of mine asked me to the makeup for her wedding anniversary. They are renewing their vows, so I'm treating it like a bridal. I read to have a foundation without SPF (I'm going to assume you already have that.) I also think an airbrush system would be nice to have. I saw a week ago Belletto Studio was having a half off sale, I think the complete airbrush system around $175. Sounds like a steal to me.

Print some business cards and mail some pictures of your work to local wedding planners, wedding halls ect and do lots of free work at the start! it will pay off eventually, get your sister/mother/grandmother/friends/neighbours or anyone you can rope into being your models! a picture says 1000 words :) print them out and put them into a portfolio style book and leave them in said wedding planners office along with your buisness cards.
