I do concealer after, I find I don't need as much concealer because the foundation is giving some coverage. Helps keep mine from getting cakey. :)

I asked this same question before and Carolyn made a good point on my post (basically what Stacy Ann mentioned). foundation should come first and that would allow you to use less concealer.

I've seen that some people use concealer to highlight or contour first if it liquid. I do that if I'm going out but if it's everyday I use my foundation first and then just conceal blemishes and under eye circles :-)
