Try Michelle Phan's "Urban Reign" tutorial, or something similar. You could rock those colors :) I don't know about neutral looks, though, sorry!

I think a neutral look that you would look amazing in is maybe black winged liner, and a matte dark brown in the crease. And to make it stand out a bit, using a bold lip colour!
Which means you can easily change it everyday, but it will look different each time!

Ooh thank you so much Hannah and Courtney! I'm actually on YouTube right now, so I'm going to look at Michelle Phans tutorial now, and I'm going to the mall tomorrow , I think I'm going to try the winged eyeliner and bold lip! Thank you so much ❤️❤️

No worries! Happy to help!
I personally LOVE it when people are confident enough to rock a bold lip! Makes them stand out so much, and suits everyone because there are so many shades that you can choose from that suit different people! :)

You have beautiful green eyes so I second Courtney's suggestion about using brown as a neutral look. You could also use gold for a pop of color on the middle of the lid before contouring the crease and outer "v".

Dramatic: I think a purple smokey eye would look gorgeous with your green eyes. I also think you'd look great with gold on your lid (it'll really make the subtle golden flecks in your eyes pop!), a soft brown in your crease ( think "walking on eggshells" trio from Wet n Wild), and a darker brown (Perhaps even a dark purple? Like the one in the Lorac Pro palette!) in the outer v. You could always place a blue shade on your lower lashline and finish the look up with eyeliner and mascara. :)

Neutral: Try filling in your eyebrows, think Alyssa Miller dark. I would've said Cara Delevingne, but Alyssa's shape reminds me of yours. Anyway, softly highlight and contour your eyes. For this, you'll need a shimmery champagne color and a soft brown shade. In your crease, lightly apply the soft brown- remember, you can always deepen it up with a darker brown if you wish. Next, tap some of that shimmery eyeshadow right in the middle of your lid. Throw on some mascara (and a bold lip if you feel like it) and you're set! I adore seeing girls with full brows, minimal eye makeup, and a bold lip! :)
