Dry Winter Skin?Need New Foundation & Concealer!

So my face has been terribly dry since winter kicked into full force. I am in desperate need of a new foundation and concealer! Not only is my face super dry (flakey) but I have sensitive skin that will break out if I use cheapy stuff. I won't be cheaping out on these two products (but won't spend more than $50 for foundation $30 for concealer) Tried Clinique...FAIL. Headed out shortly so any info asap would be much appreciated! thanks :)
(I already have one of my fav estee lauder moisturizers to help with dryness)

You should be using a good hydrating skincare routine before you apply your makeup if you put foundation ontop of dry flaky skin its going to show I'm sure Jacqueline can recommend a great foundation but I recommend you start exfoliating twice a week and adding argan oil to your skincare routine,this well really help to lock the moisture into your skin,and it won't leave you greasy.

I been doing hydrating mask a few times a wk.. just wash my face n slap it on while I'm doin evening chores n such.. its helped me a lot.
