So, I'm wondering how to find a makeup artist to assist or how to get that position. I currently live in a small town so I would be looking to relocate for a job opportunity but don't know how to go about it! :(

Is there any artists that you respect and follow? If so, I would start researching if any of them have a Linkedin account and develope a dialogue that way. Also realize that makeup assistants are not paid a ton of money and some not at all ( aka internship). So if you luck out on getting a position as assistant be sure you have a regular gig lined up. My makeup artist relies on assistants only for big gigs (commercials and music videos) and she tacks on the pay for them when signing a contract with that particular client. And I know she is super selective with who she has assisting because ultimately its her name and reputation on the line. Check out the talent agencies for makeup artists to see if any of them are seeking assistants but have a heart of steel because the gatekeepers on the other end can come across a little rude. Also seek out networking events exclusive to makeup artists where it will allow you to meet beneficial contacts. Also photographers are goldmines when it comes to work....they may know of an artist needing an assistant for a gig or gigs. :)
