Its a liquid that you apply after washing your face with a cotton pad. it basically takes off a layer of dust/dort that couldnt otherwise have been taken away. sometimes it can strip away too many natural oils in your face. you can only use it like twice a week and afterwards/next day you should avoid sun exposure cause your skin is too delicate for getting a burn. I use one by clinique that was in a trial size with my 3-step system set. the toner from clinique isnt very expensive though (considering the brand name). I've also used one by loreal but it was weaker.

I use the stress - control one by neutrogena. It's gentle enough for everyday use and actually eliminated stubborn breakouts on my forehead that had been there for weeks.

A toner is generally used after a cleanse to remove any final traces of the cleanser, it closes pores, tightens skin, removes excess sebum, and if it contains witch hazel or alcohol will reduce apperance of spots/blemishes and have a germicidal effect, it does not even out skin tone (studying beauty therapy)
