It looks like you just have to curl the front of your hair away from your face.

You're going to want to grow the hair out to that length, so you can achieve it, first off.
You'll then want to curl it upwards. Make it one large continuous curls, rather than a few shorter ones, as they won't match up. Try using some hairspray or curling lotion.
