Yes I think so, some days I don't even use a primer and don't even look shiny even without a setting powder.
but make sure you got the oily/ combination formula (:

I haven't used it but I personally love Rimmel products, they're amazing! As for Revlon Colorstay, it broke me out horribly and I got an allergic reaction on my face. Also since their new "formula change" I found the consistency to be very inconsistent. I tested 2 samples of the same colour, one was thin like water and the other was was extremely thick and cakey. I wasn't impressed with the product.

It's not bad at all! I was sent it for review, but they gave me the wrong color so I'm not ENTIRELY sure if it was a love, but it was pretty nice.

I bought the stay matte primer and I love it I have oily skin and I do see a differnce in the appeance of my poors... the foundation probablyis the zame:)

Blends well, but if you're oily the shine starts creeping in around an hour or so and that's with a good primer underneath. Rimmel Stay Matte would be an option
