Perhaps you could try a foundation made for dry skin, they often contain mosturizing parts. or maybe switch it up and try a mousse foundation!

Usually liquid foundations look chalky if you have dry skin. you could try a foundation meant for dry skin, like Maxime suggested, or you could use some moisturizer or a primer before applying your foundation. using a primer will also help keep your makeup looking nice & fresh for hours longer.
when it comes to powders, they're important for liquid foundations. a translucent setting powder is the most common type used for this because the translucency of the powder doesn't lighten/darken the colour of the foundation. a setting powder basically sets your foundation in place & keeps it from being affected by your body heat, which causes liquid foundations to melt slightly & sink into pores & fine lines - not something you want, lol!

You should try the Becca Ever-Matte foundation primer, it's a vegan brand carried at sephora and I've used it with the Kat von D lock it foundation and I'm extremely oily, and it worked wonders for me. Since it's super mattifying you only use a small amount of product and it goes a long way!

Hourglass is a good primer as well. I heard the becca one was also very good. You could try a setting spray it will give a dewy appearance as well as lasting power. I think you can buy a travel size urban decay setting spray from ulta or sephora just to try out.

Try to moisturize your face and apply a primer. I like rimmel fix and perfect pro. also a translucent powder could make you chalky but not necessarily. try to get a pressed powder with a bit of colour and try to avoid "translucent" which can sometimes make you look chalky.
