Happy new year :)
I use clear slips like the ones that come to cover makeup (I.e. Nars blushes slips). I used tape but it's not my favorite. You can use concealer to clean up under.

I just do my eye makeup first and my face afterward. Some people don't feel like that's correct I suppose but I much prefer it. It gives my moisturizer time to sink in and if I do get any fallout I can just wipe it away without worrying about then having to retouch my concealer and whatnot. A primer can also help the eyeshadow stick better so there's less fallout. I like Urban Decay's primer potion. Milani's primer is apparently very similar though and much cheaper because it's a drugstore product. Nyx jumbo eyeshadow pencils are also good because they are creamy and a bit tacky so powder will really stick to them. You can get it in white or a neutral/matching color and apply it as a base then just pat color over top. Just make sure you blend the pencil out a bit first so it isn't thick or chunky. They also make eyeshadow shields which are safe to use in the eye area. Normal tape should be okay as long as its not so sticky that its pulling and tugging on the area. You can put the tape on the back of your hand a few times to make it a little less sticky before putting it under the eyes.
