I used BB cream that has like 4 things in one, so do I still need to put a concealer? N do I put it all in my face or just where I need it? I have lots of acne scars n uneven skin!

Just apply it where there needs to be more coverage.. i.e. under your eyes, visible pimple, discoloration, acne scars, etc.

I prefer to apply with my fingers! Some brushes leave streaks and a sponge will probably waste product

It really is personal preference. Not all brushes leave streaks, and it also depends on the concealer you use. I use the E.L.F. angled foundation brush to blend out my Maybelline Fit Me Concealer. And using a sponge doesn't waste product. The proper way is to have the sponge soaked with water, then ring out most of it. This is to help it not absorb the product. If the sponge is already filled with water it won't absorb the concealer. Again, it is all personal preference. I would recommend trying all three and see what works best for you.

If the coverage isn't the best on the BB cream then use the concealer as well. You can definitely put the BB cream all over. It has good properties for your skin it is going to improve your skin. If you put your BB cream everywhere it will not hurt anything!
