I think the Milani Liquif' Eye pencil will last I have one from them and it's budge proof however I haven't tried it on the waterline.

Tarte smoldereyes is amazing. Glides on so smooth and you can smoke it out before it sets. Once it's set it stays forever.

Stila smudge stick liner and urban decay 24/7 liners are my favorite. NYXs retractable liners aren't bad for their price.

I love Urban Decay's 24/7 Eyeliner! It's amazing for tight-lining & your waterline. I use perversion because its so black. I know sounds weird but most black eyeliners you have to build it up to that true black. Zero is more of a soft black so it really just depends on the intensity of black you're looking for. Hope this helped :)

Maybelline Unstoppable Eyeliner. It is waterproof and smudge proof. I use it everyday that I wear makeup. I got mine at Walmart. I don't remember the price, sorry. Hope I helped!

Aramitha they make a ton of colors. Zero is a basic Black but Perversion is a super dark blackest black which is really nice for this season. they also sell the double sided ones I love the one that has Corrupt on 1 side and Zero on the other. you get a brown & black double sided pencil. they also have some great sets out now for the holidays such as Ocho Loco or Smoked travel size set which may be a better value if you want colored liners
