It's a fan brush. It's used to fluff off excess powder off the face. I have a really thick one and I also use it to do my highlight.

A Fan brush like mentioned,this brush has many uses for different techniques.I like to use it to apply mascara as well to help make your lashes look fuller at the base and I like using a Big fan brush for contour the angel is perfect for that finish.
