It's a texturizer, it's supposed to give your hair the same effect as swimming in the ocean. Think beachy waves :) I've heard good things about Not Your Mother's and Bumble & Bumble.

Never actually tried but I have a friend that makes her own using sea salt, water, and a splash of coconut oil. leaves her hair like Hannah described it.
