Hi, I'm a girl from Norway and the weather here is really dry and cold... My origin is Asia but I was born here... My skin gets extremly dry at this time of the season and the side of my nose/cheek area always has dead skin floating around and it does not get away if I scrub once a week. I keep moisturising every day but it does not seem to help... I only use a bit primer and concealer... What could I do?

Well moisturise your shin two times in a day. It helps me. I used to moisturise just once and it didn't help and if it doesn't work try new moisturiser.

Dry skin? Well thats an easy answer :)
Moisturize four times a day. If you have dry skin it's recommended to moisturize at least four times a day. I personally would moisturize after everytime you go outside and come into contact with cold air. I would recommend getting a strong moisturizer for this time of the year. I personally use Cerave, but aquaphor, eucerin, cetaphil, and others make a good choice.
Seal in your moisture. You can use oils to help seal in your moisture. Coconut Oil, Vitamin E Oil, Argan Oil, Jojoba Oil, and many others are great. Oils need to be used in conjunction with a moisturizer though, not alone.
Use a hydrating cleanser if you need to. Right now is not a good time to be excessively stripping the skin.
If you want to exfoliate, maybe try using very fine sugar and honey. Be very gentle with exfoliation. ☺

Under your makeup would be best! I get the same problem and found it helped if I don't wear any sort of face makeup( foundation, powder etc)
