Well there should be plenty of nail polish removers at some kind pharmacy or drug store. Just ask the pharmacist to help you find a nail polish remover and they should be able to find one for you, but if not, try another drug store…otherwise, ask your mom or someone like that if they have a nail polish remover. And you should also have some cotton balls with the nail polish because I use cotton balls all the time when I'm removing nail polish with a nail polish remover.
But if you want to do this at home, just grab some paper towel (not too much!!) and some water and try to rub it off :-) Good Luck!
Btw, sorry if this is like REALLY LONG! But just some info about what you should buy and do ;)

I just wash my hands with warm more to the hot side water with soap like 3 times and that works for me (:
