I use tape, a spoon, or anything with a flat even surface. But generally that's when I'm doing a neat look.
But if not that then it's really just sitting in front of a mirror and practicing. I find using a gel or liquid to be easier then using pencil.

You can try leaning your elbow on a table or something to steady your hand or like stick your pinky out and rest your hand on your face a little if that makes sense lol I'm sorry trying to explain what I mean is difficult.

Some liquid liners are easier than others. Experiment with different brands and choose the one which works the best for you! I also find liquid liners to be easier than pencils.

I found that it's the brush. Try to find a small non-stiff liner brush and anything is possible hahah.

Just be close to a mirror and go slow and draw close to the lashline you can slowly build a shape.
