Just line the natural shape of your lips, but don't fill outside the lines too much unless you are using a lip-colored lipliner to create the illusion of bigger lips. To deepen the color, you should fill in your lips thoroughly. It really depends on the look you're trying to achieve.

Stretch out your lips. Like smile while your purse them. Then follow your lipline. Relax them and fix any mistakes

I find it help to pat a little bit of my concealer onto my lips before I put my lip liner on so I can clearly see what I'm doing. It also helps how long the color stays and the overall appearance. Also when you're doing your cupids bow ( the middle of your top lip) draw a small ( VERY small) x on it and dab a little bit of highlighter above it. It makes your lips look more defined and plump. Hope this helps gorgeous!

For a bright red lip, definitely completely fill in your lips! it will make the color pop plus it'll last longer. I agree with Troi too, esp for a bold lip you should put concealer to let your lippie show its true color. I also recommend cleaning the edges of your lips with concealer for that sharp & clean look. good luck!
