Hey, Rachael! If you like the brow pencil you are currently using, I think that's a great start! I also really love using a powdered eye shadow to help fill mine in, so I would definitely recommend you to try that! All you need to do is take an eye shadow and a thin/small brush (anything similar to an angled eye liner brush works great!) and lightly begin tracing the top of your brow and below it. Then you can fill in the middle, and it provides a bolder look which will hopefully make them look thicker for you! Start off light and build up to the look you like, and remember to choose a color that is lighter than you think you need! I hope this helps and I'd love to hear how it works if you try it out! (:

I use the $3 brow kit from Elf and it works great!! I have sort of the same issue as you in regards to eyebrows not growing correctly. I have trichotillomania so I pull my eyebrow hairs out all the time so I have like maybe 30% of actual eyebrows. My hairs are also invisible blonde haha but yeah!
When I do my brows I outline them first with a light powder and make sure they look the way I like/they match fairly well then fill them in with the powder and brush a tinted wax over top. This really works for me, and I hope it helps you at least a little bit too!! :) Good luck!!!

I keep hearing so much about Elf products, where can I find them because I had one Elf blending brush that I regretfully gave to a friend. One of the best brushes I've ever used.

ELF is sold in Target stores and online on their website! They always have tons of great sales/coupon codes you can use to save and get discounts! I think I even heard they sold some of their products at the Dollar Tree as well, so you might be able to find them there and around other places too! (:

I prefer a powder because its buildable. NYX has multiple brow powder duos that are neutral and come with a brow wax that will hold your brows in place all day..
If you're looking to splurge, I would get the Anastasia brow palette. Comes with a matte and shimmer shadow that are a wonder for everyday wear, a nice angled brush. It also has stencils and teaches you the brow golden ration which A LOT of people should learn haha
