Definitely apply a good chapstick or hydrating lip balm before applying the lipstick. Also, matte formulas are the most drying so if you're worried dryness, try a lipstick with a satin finish, or basically a lipstick with a shiny finish since they are less drying.

The new whisper lip butter from revlon I believe is amazing! Feels like a gloss looks like a lipstick and feels amazing!

All good advise but also make sure you're exfoliating your lips regularly (maybe 2-3 times a week) and always apply lipbalm. I love baby lips and they are very moisturizing. As for the exfoliator, Lush has some good ones that taste like bubble gum and popcorn and elf has one that tastes like sugar and smells like coffee lol :)
