I have just seen this amazing picture.. Where do i get a black matt polish and how do i achieve this look!? Help!

You can actually do this easily with a regular top coat and a matte top coat.

You put the matte top coat over your black polish like this top coat: http://www.beautylish.com/p/deborah-lippmann-flat-top-the-matte-maker-top-coat-

and then once that dries, take your regular top coat and put that over your tips to create shine.
