How do people get color on their bottom eyelid? Like a smokey look with a color going along the bottom of the eyelid??

This can be achieved by a coloured eye pencil or by applying an eyeshadow with a pencil brush. The pencil brush really creates that smokey effect

I apply a liner and then smudge it ( I use a elf smudge wand , it works great for $1 ) and then add a but of shadow to complement the look I'm doing.

You can use eye shadow and use a pencil brush to apply, a slanted eyeliner brush or any eye brush that says smudger and is capable of doing fine detail. If you want a light sweeping for a blender brush or something that says shader or all over color.
