Do any of you have any suggestions on inexpensive eyebrow fillers but not pencil. also any tips on how to fill them in?? thanks.

Anastasia products are amazing. You have the options of:
Brow powder
Tinted brow gel
Brow wiz is a pencil but it's like no other. So worth it!
Dip brow (waterproof and amazing)

If you use the powder and pencil like I do, you can set you brows with clear or tinted brow gel.
I start with the arch and end of my brows. I use powder for sparse areas. Then I use pencil under, and in any other areas that need to be filled or look "cleaner" with the pencil. Then I use concealer or a brow highlight like benefits high brow, to highlight under my brows. Lastly, I set my brows with the clear brow gel :)
