Rebel by mac. It looks super scary in the tube but if you swatch it it's an incredible colour!!

They have bold colors doll. Or what I did for my blue lips. Eyeliner pencil or gel eyeliner. I always prime my lips. Chapstick primer and eyeliner. You want it more vibrant add some shadow :)
