Don't use Vaseline, it can clog your pores and lead to infections in your eye. Pick up an eye cream. I heard great things about the Clinique all about eyes cream. I enjoy my Tarte Maracuja cream too.

Do not use vaseline. To help fight my dryness I love CeraVe's Hydrating Cleanser and their Moisturizing Lotion or Cream (thicker than the lotion). Neosporin helps too.

For my eyes I enjoy using a non-comedogenic oil. Squalane Oil, Jojoba, Argan have all given me brilliant results for my eyes. You can pair these with an eye cream as well. I use them alone, however.

I use natural oils too :) I use seabuckthorn seed oil around my eyes. It's actually used to treat dry skin, eczema, psoriasis, and acne :)

Try a drugstore product called aqua phot under your eyes. I too have under eye dryness and this is what my dermatologist recommended. :)
