Light Skin Concealer?

I'm fair skinned but have dark eye circles in the morning like most people. I have all light toned concealers but every time I put them on i feel like around my eyes are even lighter then my skin and you can tell. Any ideas girls?

Do you use eye primer? Smashbox photo finish eye primer works great at covering that up or me. It blends so its not soooo much, but it works.
