I had my hair a similar color by starting with white hair as a base color and doing a "soap cap" application with shampoo and Beyond the Zone: Huckleberry Blue" I would also use Manic Panic's Rockabilly Blue mixed in my conditioner to maintain it. You can see my pastel blue color in my photos on here to compare. But you really have to make sure that your hair is super white and there are no apparent undertones in your hair or it will come out muddy and not a nice clear light blue like that.

Just get a green rather than purple based blue or true blue dye and dilute it with lots of conditioner.
Keep in mind that photo is photoshopped, I've seen the same photo with pink, purple, blue, and blonde hair.

Http://youtu.be/4ECocF6DSj4 here's a video of a girl using ion. I don't recommend ion if your doing it yourself though, it's a very thick dye and hard to tell if it's coated evenly on yourself.
But remember your hair will have to be bleached basically white and toned.
