Help with curling hair.

I have curly hair, but I can't seem to get it to curl at the top of my head. I've layered it and cut it short, but it hasn't worked. Does anybody know what else I could try?

I have curly hair too and I usually just use my flat iron to curl pieces that I think didn't curl enough.
