I use a little eyeliner on my top lid but it comes off on to the skin just below my eyebrow in an obvious perfect line. What can I do?

Use primer! But sometimes I have this problem depending on what eyeliner I use.

Put black eye shadow over the eyeliner with and angled brush. Or whatever eyeliner color your using use a shadow of the same color that makes it last much much longer!

My favorite primers are Urban Decay Primer Potion, Too Faced Shadow Insurance, and Milani. As for eyeliner L'Oreal Infallible or Sephora Waterproof Twist up.

@BreezeT It's a gel! Liquid irritates my skin and I've never had much luck with pencil! The gel looks and goes on amazing. Staying on has just been my problem.

A bit of translucent powder might do the trick! I sometimes use cornstarch when I need powder. Most powders have it as the main ingredient anyway!
